MINUTES FROM THE MARCH 25, 2004 PUBLIC LIBRARY BOARD MEETING
WEST TAMPA PUBLIC LIBRARY, 4-6PM

CALL TO ORDER:

Ms. Vickers called the meeting to order at 4:00 p.m. A quorum was present.

APPROVAL OF THE February 26, 2004 MINUTES

Ms. Swisshelm moved that the minutes be approved. Mr. Harkins seconded.

The minutes were approved.

CHAIRMAN'S REPORT

None.

PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:

Jan Stein, Hillsborough County Public Art Coordinator, spoke to the Board about the acquisition and installation of art in public areas.

COMMITTEE REPORTS:

NOMINATING COMMITTEE:

None.

PLANNING COMMITTEE:

Co-Chairs, Sandra Cameron and Kay O'Rourke, were excused. Jackie Zebos gave project updates.

Master Plan the Library's master plan will be absorbed into a larger countywide master planning process. We have been asked to add some additional components dealing with public input, more evaluation, and a description of what the current state of the library is. Assistant County Administrator for Community Services, Bernardo Garcia will be in charge of this countywide master planning process and he has developed an outline of the new elements. Mr. Stines has met with Planning and Growth Management and the Management and Budget Departments to discuss the master plan. Mr. Stines stated that County Administrator, Pat Bean wants a master planning committee that oversees all master planning in the county. It is her vision to have several department directors on the steering committee, i.e. Management and Budget, Real Estate, Planning and Growth Management, and Public Works. This committee would oversee any master plan projects before they would be scheduled for BOCC approval this committee and the County Administrator would have to provide their approval.

John F. Germany Heery International has been hired to conduct the needs analysis. Staff will be meeting with them on Friday, March 26. A part of the evaluation will include input from the public and the Library Board. In the second phase Architecture Services will hire an engineering firm to conduct a structural analysis of the building. The City of Tampa will be included in the discussions.

Saunders Architecture Services has prepared a scope of work for hiring a consultant to conduct a structural analysis and a feasibility study for the cultural center. Rededication is scheduled for June 5th at 2:00 p.m.

North Tampa Architecture Services has determined that there is a sewer line that runs through the property and they are working with the City of Tampa to relocate the line. The Real Estate Department is in negotiations with the property owner. A revised 20,000 sq. ft. construction project is being developed. Mr. Stines is hopeful that the City will deed over the property to the County.

West Tampa is virtually complete. A One Book program was held there last Thursday. The parking lot on Union Street is not complete but should be done within the next few days. Mrs. Reeder represented the Library Board at the program and at the Ada T. Payne Friends meeting that were held at the Library.

Upper Tampa Bay and South Brandon both projects are underway and on schedule.

West Gate Architects Harvard, Jolly, Cleese, & Toppe have been selected to design the 25,000 sq. ft. building. They also designed the New Tampa, Bruton Memorial and Temple Terrace Libraries. The new building should be completed in 2007 and the existing building will remain open during construction.

Bank of America building next to Jan Platt Library the County has been paid for the lease from the bank. The funds received will be used to remodel the building for library support service use. Completion is projected for July.

Sulphur Springs Terry Cullen of the Planning Commission will be attending the April Planning Committee meeting and has added Marcee Challener to their mailing list.

Lutz is progressing well and is on schedule, furniture and shelving is scheduled to arrive May 1. Most of the major construction is finished. Carpet and interior finishes are being installed. The rededication was discussed and is tentatively planned for late July or early August.

The Library Board recommended that fact sheets be created and distributed for each project.

BUDGET COMMITTEE:

Chair, William Scheuerle, stated that the Committee had sent a letter to Eric Johnson, Management and Budget, on March 8th requesting that he attend a meeting about the Master Plan financing. Mr. Johnson was not able to attend the meeting and stated in his memo that there should be no major budget requests since this is the second year of the budget cycle. The Budget Committee is recommending that a letter be sent to Mr. Johnson asking if a budget Proforma for the Library Taxing District has been completed. Staff will prepare a letter for the Chair's signature. Mrs. Swisshelm made the motion that a letter be sent to Mr. Johnson. Mr. Harkins seconded. The motion passed unanimously.

$210,000 will be transferred from the Reserve Fund for the replacement of the granite panel anchors at the Brandon Library. A budget amendment has been prepared for BOCC approval.

The Budget Committee asked Assistant County Attorney Linda Davidson to render an opinion on whether there was a statute or policy regarding the 501c3 organizations and what responsibility the Library Board may have.

POLICIES & BYLAWS COMMITTEE:

No meeting this month.

PUBLIC ART:

UNFINISHED BUSINESS:

NEW BUSINESS:

Dr. Scheuerle asked whether the naming of the South Brandon Library should be referred to the Policy and Bylaws Committee. Mr. Stines stated that this item was on the agenda for their next meeting.

Ms. Swisshelm commended the staff on the dinner with Nilo Cruz stating that the program and the facility were excellent.

Mr. Johnson stated that he attended the neighborhood meeting in Sulphur Springs and that he strongly supports their request for a library.

Ms. Vickers asked for a change in the agenda to allow a citizen who arrived late to speak. Mr. Harkins made the motion. Mr. Martin seconded. The motion passed unanimously.

Mr. Joe Siddell requested that the Library Board consider moving the John F. Germany Public Library to the old federal courthouse. Mr. Siddell's request will be referred to the Planning Committee.

DIRECTOR'S REPORT:

Mr. Stines stated that the report had been distributed and he highlighted the following items: Service hours will be extended at the Lutz, West Tampa, and Saunders libraries. The West Tampa rededication is scheduled for April 29th at 2:30 p.m. The Lutz rededication is being planned for late July or early August.

Mr. Stines hopes to be back at the Library in late May and is planning to attend as many Library Board meetings as possible.
