MINUTES FROM THE JUNE 19, 2003 PUBLIC LIBRARY BOARD MEETING

- CALL TO ORDER:
Dr. Scheuerle called the meeting to order. A quorum was present.

- APPROVAL OF THE MAY 22, 2003 MINUTES
Mrs. Swisshelm moved that the minutes be accepted. Mrs. Reeder seconded. Motion passed unanimously as amended.
- CHAIRMAN'S REPORT
- PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:
Mr. Fred Hearns representing the City of Tampa Black History Committee announced that the Ybor Friends group is growing. The Historic Central Avenue Oral History project has many people excited. Approximately 25 people have joined the umbrella Urban Libraries Friends Group. Meetings are the third Tuesday of each month at 5:30 p.m. at the Ybor Public Library. Archeologist from the University of South Florida have established a dig site and have invited them to take part. USF will house the uncovered artifacts until a permanent location is established. Mr. Hearns asked the Board to seriously consider renaming the Ybor Library for Mr. Robert Saunders. Mr. Hearns has spoken to Mr. Saunders' wife and brother and they are in agreement.
- COMMITTEE REPORTS:
- NOMINATING COMMITTEE:
Mrs. Dora Reeder, Chairman, presented the slate of officers for 2004: Chairman - Laura Vickers, Vice-Chairman – Alma Hires, Secretary – Ted Corwin. Dr. Scheuerle asked for nominations from the floor, there were none. Voting will be held at the July 24th meeting.
- PLANNING COMMITTEE:
Ms. O'Rourke stated that Michael English, Consultant, WilsonMiller, conducted a workshop relating to the Library's Master Plan. Another workshop will be held on July 14, 2003 at the John F. Germany Public Library at 10:30 a.m. lunch will be included. Board members are encouraged to attend.
The Planning Committee made the motion to expand the study and to hold at least one public meeting, in each of the eight planning zones, asking for community input to the draft master plan before the final plan is voted on by the BOCC. Motion passed unanimously.
- BUDGET COMMITTEE:
There was no meeting held in May since there was not a quorum. Mr. Stines highlighted that the withdrawn books are being conveyed to the Friends and they made a donation to the book fund after their book sale. The proposed 04 budget increased 14.46% over last year.
Ms. Swisshelm raised the point that the Board has never taken a position on the West Gate Library and Mr. Kleman has included it as a decision unit. Mr. Stines suggested that a motion be made authorizing the Library Board chair indicate in a letter to Mr. Kleman that the Library Board agrees with Mr. Kleman's decision to include it in the budget. David Wullschleger will bring the final structural study to the July 14 Planning Committee meeting for discussion.
Mr. Kleman will deliver his recommended budget to the BOCC on June 4. Staff will prepare a report for the Library Board.
- POLICIES & BYLAWS COMMITTEE:
There was no meeting scheduled in June.

Dr. Hires and Mr. Stines will be meeting with Commissioner Scott on July 23 to discuss the naming of a library facility for Mr. Robert Saunders.
Nancy Becker is working with the New Tampa Library staff to notify Mr. Joe Zelinski of the renaming of the community room.
The Lutz Library expansion will begin Monday, July 7th and the groundbreaking ceremony will be Tuesday, July 29th at 9:30 a.m. refreshments will be available.
- NEW BUSINESS:
- DIRECTOR'S REPORT:
Mr. Stines encouraged everyone to drive by the West Tampa Library the renovations and expansion are progressing. The Central Avenue Oral History project has been a great success. The City of Tampa Black History Committee have had a mural, with portraits of past Central Avenue community leaders woven into it, placed on the side of Kid Mason Recreation Center on Pierce St.
Jan Platt, Patrice Koerper, John Germany, and Joe Stines met with Mayor Pam Iorio and discussed several issues. Mayor Iorio has agreed to work on a future One Book project. Among other Friends issues parking was discussed.
Real Estate and Library Staff met with the Pat Butcher, owner of the Jan Platt coffee shop, to discuss options.
Budget Committee - No meeting is scheduled for July.
