MINUTES FROM THE MARCH 22, 2001 PUBLIC LIBRARY BOARD MEETING
BRANDON REGIONAL LIBRARY, 4-6pm
- CALL TO ORDER:
Sandra Cameron called the meeting to order at 4:00pm.
Since the board did not have a quorum, no business could be conducted and no motions could be made or voted upon.

- APPROVAL OF THE FEBRUAY 15, 2001 MINUTES
- CHAIRMAN'S REPORT
None.
- PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:

- COMMITTEE REPORTS:
- PLANNING COMMITTEE:
Sandra Cameron reported on the presentation made by Bill Bishop at the March 8th Planning Committee meeting held at the Austin Davis Library. Mr. Bishop is willing to donate a piece of land for the Upper Tampa Bay Library on the condition that he be given "fascist like" control over the exterior architecture. Members of the Planning Committee are concerned about Mr. Bishop's preference for a multi-story building.
There will be a public siting meeting on March 13th at the Westchase Elementary School to allow input from the community on the land options.
- BUDGET COMMITTEE:
None.
- POLICIES & BYLAWS COMMITTEE:
The committee was unable to develop one final recommendation for the wording of the Bylaws. Helen Swisshelm recommended several stylistic changes and asked the committee to come back with a final recommendation, not a menu of choices. Joe Stines offered to call the committee members and try to set a meeting time that would be more convenient for all of them to meet.

- NEW BUSINESS:
Sandra Cameron suggested that the library explore the possibility of designating some parking spaces for 10 minute limits at branch libraries. This time limit could assist patrons who just want to drop by the library for a few minutes. This idea was featured in a recent issue of the Urban Libraries Council newsletter. Mr. Greig disagreed and indicated that people could not be relied upon to follow the limits. Mr. Stines commented that the drive though windows at the new sites are designed for this purpose.
- DIRECTOR'S REPORT:
The Carrollwood Area Business Association is having a gala at the new Jimmie B. Keel Regional Library on March 31st. They have requested permission to serve wine and they have obtained the required certificate on insurance. The Board of County Commissioner's policy will prevail.
In honor of National Library Week, the Public Relations and Partnerships Department has released a second "Adam T. Riffick" book. The book, written by Cindy Tully of the Tampa Tribune, is funded through a grant from Tampa Bay Reads and will be distributed to children visiting the library during the month.
