MINUTES FROM THE SEPTEMBER 28, 2000 PUBLIC LIBRARY BOARD MEETING

Chairman Sandra Cameron called the meeting to order at 4:10pm A quorum was present.

- APPROVAL OF THE AUGUST 24, 2000 MINUTES
The minutes from the August 24, 2000 Library Board meeting were approved as written
- CHAIRMAN'S REPORT
- PRESENTATIONS FROM THE PUBLIC/SPECIAL GUESTS:
Chairman Cameron stated that a total of twenty minutes would be available for presentations from the public. Ron Wolfe, president of the Ruskin Civic Association, welcomed the Library Board and staff to Ruskin. He stated that the community is very pleased with the renovations to the library and that the construction presentation was very well done. Treasurer of the Apollo Beach Civic Association, Joe Waronka, stated that the Association supports a regional library for South Brandon. Liaison to Sun City Center Community Association Library, Mary Jane Tovey, thanked the library for the partnership and is also supportive of the proposed plan for the South County Regional Library.
- COMMITTEE REPORTS:
- PLANNING COMMITTEE:
Chairman Kay O'Rourke noted that the Director had news to share. Joe Stines introduced Mike Kelly, Director, Hillsborough County Real Estate Department. Mr. Kelly announced that through a partnership with the Hillsborough County School Board the county was able to secure a contract for approximately 55 acres of land west of the elementary school for the South County Regional Library. A contract will be presented to the BOCC on October 5th and the School Board will present their contract on October 17th. Real Estate will follow through and schedule a public siting meeting.
- BUDGET COMMITTEE:
Chairman Helen Swisshelm was excused. Mr. Stines presented the Budget Report. The operating budget was approved by the BOCC. Sunday hours for the North Tampa and John F. Germany libraries were added to the budget. A materials budget of $4.1 million was approved and all ongoing projects were approved. The budget becomes effective October 1st.
A surplus of $5 million remains as part of the Library's Adopted Capital Improvement Budget but has not been assigned to any project. There is some concern whether the BOCC will approve the Capital Plan that the Library Board has proposed. Discussion is on going with staff and the BOCC.
- POLICIES & BYLAWS COMMITTEE:
- INTERNET USE SUBCOMMITTEE:
Board Chairman, Sandra Cameron asked for a motion to accept the Internet Policy that has been reviewed by the County Attorney's Office. Bill Scheuerle so moved. Mary Sherman seconded. Discussion followed. Mr. Stines commented that the Board had directed him to look at the number of computers that would be unfiltered, thus, having full access to the Internet. Other computers will be filtered to Sex One and Sex Two. Chat which will continue to be blocked on all computers. Anniece Ross asked what the Board was being asked to vote on. Mr. Stines responded that the Board was voting on the Policy and Procedure that relates to the implementation of his chosen option (Option #2) of one unfiltered machine in the John F. Germany library with staff monitoring requested use of that machine. Anniece Ross stated that the Board's policy statement was still in effect but that they were now voting to adopt a policy. Mr. Stines stated that this vote ratifies the decision and put into policy format Option #2. Anniece Ross stated that she was not comfortable with this. She further stated that she did not think that the Library Board should be in a position, and she did not think that the Board of County Commissioners should be in a position, of eliminating entirely for the whole County and all its adult residents their constitutional right to have full access to the Internet. She also stated that the Board of County Commissioners should be pressuring the state legislature and our governor to make certain that the Federal Trade Commission make certain that the private companies responsible for the Internet put a portion of their profits into monitoring the Internet to get illegal materials off the Internet. Mrs. Ross concluded that this is not an issue of demand. This is an issue of making full access to the Internet available to adults in Hillsborough County. The motion carried 6-1
- PUBLIC ART:
Chairman Ian Greig was excused. Anniece Ross reported on the Jan Platt Regional Library Public Art meeting. There was a brief tour of the library with the Architect, and a slide show of the recommended artwork to be placed in the library was presented. The Committee will make a recommendation to the BOCC in October.
- UNFINISHED BUSINESS:
Anniece Ross reported on the City of Tampa Cultural Arts Committee meeting at the Performing Arts Center. Information will be made available on the City's web page. Anniece Ross suggested that the Library Board discuss the Library's position in the Cultural Arts District. The sub-committee will meet on Monday, October 9 at 4:00pm at the John F. Germany Library.
Bill Scheuerle asked when the Dress Code Policy would be completed. Anniece Ross asked about the Library Naming Policy. The County Attorney's Office will deliver an opinion on the dress code next week. The naming policy will be completed at the same time. The Library Board's name is officially The Tampa Hillsborough County Library Board as stated in the by laws.
- NEW BUSINESS:
Naming of the new Northwest Regional Library:
Kay O'Rourke proposed that the new Northwest Regional Library be named the Jimmie B. Keel Regional Library. Dora Reeder made the motion that the Northwest Regional Library be named the Jimmie B. Keel Regional Library. Liz Blue seconded. Discussion followed. Motion passed 7-0. Recommendation will be taken to the BOCC via County Administrator Daniel A. Kleman.
- DIRECTOR'S REPORT:
New library card campaign is geared to young people. Effective November 1, 2000 John F. Germany Library's, Sunday hours will be 11am - 7pm
Liz Blue announced her resignation effective December 2000.
